because the Fish is bound to a wheelchair and the "office" is not barrier-free, his bodyguards have to carry it to its "office" like a bag of potatoes.
now, whoever feels pity for the poor Fish, i would like to remind him/her that it was the Fish itself who surrounded itself by the criminals who picked the "office" this imbecile way.
and the Fish obviously didn't/don't object (maybe it even feels honored to be carried).

if you suspect there is something fishy about the "office" (that it feels like a bedroom where a bed was just replaced by a table) then spot on!
the "office" was previously a bedroom where (evil tongues claim) prostitution has been "officiated".
but this evil-tongues hypothesis is rather unlikely because the other table in the corner of the "office" is believed to be a changing table (a table suitable for changing diapers) — it's unlikely prostitution and baby care going side by side in the same room.
otherwise, worth noticing is also the fact that the Fish is sitting in front of its own table and the "guests" (Pootin??, Si Tin-Poo??) are supposed to sit behind the table.
