this may be the bias of having seen this more recently but i'm going to go with

xWheels

i love the tsui hark, all the more because it's a road he never really followed in his career, but the obayashi just has a special place in my heart, as do a lot of the films he made in that period.

This one's tough, and I do feel bad that the Tsui Hark has gotten so few votes so far, but I still gotta go with xWheels. His Motorbike, Her Island is recognizably Obayashi, just bursting with creative energy, but compared to a lot of his films (even Bound for the Fields from the same year) it's light on the optical effects and over-the-top weirdness. Those, plus the extended runtimes, can sometimes make the emotional cores of his films hard to reach, and this one feels much more immediate.

I also loved Dangerous Encounters, a brutal, brutal film, but not quite enough to give it the edge over the Obayashi.
