my favorite discovery of 1999 thus far is Willow and Wind, simple but so desperate and hugely devastating...

Out of curiosity, what does deliberately excluded really mean? Movies that were popular or acclaimed, in some fashion, that you personally don't care for or that you also like but are choosing to ignore in favor of less noted films or a mix of both or maybe neither? If it's a mix, I'd be interested to see which you liked and which you didn't even if they don't get your vote. But it's of course fine if you aren't interested in that.

Of course it's a mix. Those are objectively the most popular and the most acclaimed movies. I might like some of them, but I find no pleasure in voting for them (and it helps narrow my list of favorites down). As a general rule, I like most of those movies in the pre-1960 era, not many in the post-1960 era... and very few nowadays. :P

See You in Hell, My Darling (Nikos Nikolaidis) - Loved this one. I'm not sure sure if there's any way to describe it with other than that it's very much a Nikolaidis film, like a different riff on Singapore Sling. All his films seems to take place in some kind of purgatory.

Final list I guess. Kinda iffy about some of it, as there were other options. It wasn't a bad year overall from what I saw, some of the better films felt a bit more blunt than usual perhaps, more playing with form than in layering of theme maybe, which doesn't always hold as well in hindsight when those themes feel heavy, but probably no worse for that than years where you have to dig for subtext in more conventional films.

The Little Girl Who Sold the Sun
The Wind Will Carry Us
Charisma
The Mission
Eyes Wide Shut
Kikujiro
Being John Malkovich
Topsy Turvy
Pola X
King of Comedy
With Fire and Sword
Romance
Holy Smoke
Tuvalu
Mansfield Park
Nang Nak
Onegin
Pan Tadeusz
Dying of Laughter
Attack the Gas Station

My final votes, ten favourites from Y2K-tinged '99:

1. Switching Goals (Mary-Kate & Ashley)
Like a Dream That Vanishes (Barbara Sternberg)
“…” Reel Five (Stan Brakhage)
Persian Series #1 (Stan Brakhage)
The Mummy (Stephen Sommers)
House on Haunted Hill (William Malone)
The Iron Giant (Brad Bird)
Scooby-Doo! and the Witch’s Ghost (Hanna-Barbera)
Passport to Paris (Mary-Kate & Ashley)
Toy Story 2 (Pixar)

I believe this was the year of my first trip to the cinema, to see Toy Story 2. Hopefully my list is an agreeable collocation of respectable avant-garde films and idiosyncratic VHS girlhood gleanings. Yes, a Mary-Kate & Ashley movie is sincerely my favourite movie of 1999.
