seems like (if i am not mistaken) there is no phrase "pencil eyebrow(s)" (analogous to "pencil mustache").
probably not to be mistaken with "eyebrow pencil(s)".
but mustache can also be drawn by pencil and the phrase "pencil mustache" (mustache shape characteristics) still exists.
